for Factories and Establishments, also known as DIFE. This is Munira, my assistant and this
is Happy, the line supervisor So what is DIFE exactly? It’s an important department under
the Ministry of Labour and Employment. What does ‘an important
department’ mean? Well it means that we protect
the welfare and rights of workers like you and encourage cooperation between
management and staff. I am a Labour Inspector. Oh, sounds like you’re going
to make our lives more complicated? No, we’re not here
make things difficult at all – in fact quite the opposite.
We’re here to help! Exit ways must not be blocked! So what do you do and
why do you do it? I was hoping you would ask.
Let me explain. DIFE is tasked with creating a better
and safer workplace by ensuring that the rights
of workers are respected, and the labour law is enforced. It’s actually something that benefits
both employers and workers. So, how do you do that? Well, under the Bangladesh Labour Act
Inspectors like me have the right to visit factories, shops, commercial
and business establishments to check the conditions of employment,
safety, health and worker welfare issues. But how do you know
when there’s a problem? Bangladesh has so many factories,
shops and businesses… Well this is why we visit factories
and establishments every day. Our inspectors investigate
complaints received from workers regarding their labour rights
and working conditions. There are DIFE inspectors around the country
who share their knowledge and experience with workers and employers and
advise them on the labour law, its rules and regulations and
the best way to comply with them. DIFE inspectors can visit
any factory or establishment review employment conditions,
occupational safety and health procedures as well as fire, building and
electrical safety requirements. We help to establish safety committees that bring together
workers and management. We also issue factory licenses. And what if you find that
an establishment is violating labour law, or the health and safety
of their workers are at risk? As inspectors, we want
to make your workplace safer. We can start legal proceedings and
if there is imminent danger to life, we can suspend operations
or shut down an establishment. But usually when a violation is detected, an inspector suggests
what changes can be made quickly, properly and lawfully to rectify the situation. This benefits everyone! But what do I do if I have a complaint or
something I want to discuss with you? It’s simple –
